well just because someone has put a sticker or stamped cannot be sharpened on the blade, isn't proof to customs that the blade cannot be sharpened. If you show customs the seller is reputable and that you are a martial artist looking for a training tool, and not some thug looking for the best concealable knife fighting knife he can get. Then you might be able to getr it released, but I wouldn't hold my breath.
